The papers traces the origins of the independence of the Gambia and highlights the poor human development and abuse of civil liberties as a consequence of poor leadership and low political awareness of the masses. The country gained state independence but no citizenship independence hence the people's inability to enjoy fundamental rights and freedoms while a culture of impunity prevails including the inefficient delivery of public goods and services.

Relationships between developing countries and their outside partners have multiple dimensions. The giving and receiving of development assistance has given rise to an elaborate set of contacts, processes, institutions, and personal interactions, some highly productive, some fraught with tensions and misunderstandings. Largely because of their high aid dependency, African counties face special problems vis a vis their aid partners, and the converse is also true: aid institutions confront special difficulties in building effective partnerships in Africa. The Gambia, a small African country highly dependent on external aid, faced a long gamut of issues with its aid partners in the early 1990s, from uncertainty on future aid levels, mixed but generally mediocre aid results, tensions around technical assistance, subdued rumblings about corruption, and general dissatisfaction with the aid agencies, masked under a polite facade. Sum m a ry.-The paper deals with a number of issues arising from the design and implementation of tourism policies and programs in The Gambia. It gives a description of tourism in the Gambian economy and discusses the reasons for success in this sector. A number of recommendations are put forward related to the need to increase earnings from tourism and to reduce the incidence of black markets. The overall conclusion of the paper is that a shift toward more cautious and flexible policies would benefit the tourism sector in The Gambia and thus make the programs intended to assist this sector more effective. It is on that basis that the country will attract more foreign tourists, and improve the standards and quality of products. The programs must also be executed in a careful, sensitive and planned manner that ensures the cooperation of the local communities.
Foreign policy decision-making is one of the greatest assets and yet the greatest liability of any country. Good policies obviously lead to national development. Democracy, rule of law, good governance are key essential elements in achieving good foreign policies vis-a-vis national development. The Gambia as a micro-state faces lot challenges and it is worthwhile confronting the developmental huddles faced by The Gambia. These challenges are real and many, and range from social, economic, and political issues. Therefore, the importance of this research cannot be over emphasized. In international system, no country is an island and therefore, diplomacy and co-operation are the strategy which governments used to achieve their foreign policy objectives. There is a scholarly consensus that domestic factors are more salient in foreign policy of small states and international factors are more compelling. This paper attempts to challenge this wisdom in international relations by arguing that domestic factors equally matter in microstate foreign policy—using The Gambia as a case. Using the neo-classical realist theory, this paper hypothesized that foreign policy decision-making in The Gambia is a reflection of their leaders. This paper will accord policy makers with some recommendation on achieving the best from allies and multi-national.

Emphasizes the need for co-operation between the Government of The Gambia and overseas private tourism entrepreneurs in the context of training programmes. The Government needs to provide the right atmosphere for development action, and foreign investors need to put at the disposal of The Gambia their extensive market connections, established reputations, and recognized expertise, to ensure that training does take place.
