Discuss the setting to which your regulations should apply (think of public institutions like kindergarten, schools, hotels, swimming pools, sports arenas or places like parks, motorways and roads, ski resorts, beach etc). Brainstorm which rules and regulations you could include in your list. Decide on the weirdest and most grotesque rules. Decide on 4 rules each to represent a prohibition, permission, recommendation or lack of obligation and on the grammar you need to express them.
